Building With Confidence: Earth Development Delivers a Structurally Sound Site With Unstable Soils, Underwater Infrastructure, and Hazardous Utility Crossings at Oxford Beaver Ruin
Navigating unstable soils, underwater infrastructure, and hazardous utility crossings, Earth Development executed a turnkey site prep solution, safely boring beneath dual 36-inch high-pressure gas lines and delivering inspection-ready building pads within just four months.

The Challenge
The site, a former golf driving range, had low-bearing non-structural soils and, due to a loss of floodplain area, required installation of permanent ponds and a storm system designed below the water table for storage compensation. Much of the infrastructure would be permanently underwater and subject to strict inspection. To make a channeling project even more difficult, the storm system had two proposed crossings beneath two 36-inch diameter existing Colonial Pipeline Company’s high-pressure gas lines in two areas.

Earth Development’s Actions
We designed and installed a 24/7 dewatering system utilizing a tiered installation approach to align dewatering during the grading and infrastructure installation. The team used Hydro-Vacuum technology to bore under 36-inch high-pressure gas lines safely. Strict protocol was established and followed throughout the project as we exported a large volume of unsuitable material from the site, then replaced it with imported structural fill traversing over the existing high-pressure lines.

Results
Earth Development delivered all building pads with the required structural integrity within four months of the start date and passed every inspection on the first attempt. The developer received a site ready for construction and a turnkey solution that protected sensitive infrastructure.
