Precision Expansion: Earth Development Delivers High-Stakes Site Prep for Nisshinbo Automotive Plant in Covington’s Protected Watershed
To expand Nisshinbo’s Automotive Plant within a sensitive watershed, Earth Development executed 45 acres of clearing and over 175,000 cubic yards of excavation, managing on-site rock crushing and strict turbidity control to protect Covington’s drinking water while overcoming major logistical constraints.

The Challenge
Expanding the facility to require forty-five acres of land clearing, 145,000 cubic yards of excavation over thirty thousand cubic yards of mass rock, and fifteen thousand cubic yards of trench rock within a sensitive watershed area. Exporting rock and importing structural fill was not possible due to the high cost. The logistical challenges of using a portable crushing plant with a project located within the watershed or drainage basin of Covington’s drinking water reservoir proved to be extremely difficult.

Earth Development’s Actions
We mobilized a rock crushing plant to convert 45,000 cubic yards of rock into usable fill. Advanced erosion control measures were installed and maintained throughout the project duration to meet the regulatory requirements and maintain reservoir drinking water quality.
