Rock-Solid Results: Earth Development Overcomes Environmental and Public Hurdles in Florida Rock Quarry Project

Facing trout stream protections and community scrutiny, Earth Development Atlanta expertly managed erosion control, complex dam and lake infrastructure, and adaptive excavation across 667 acres, delivering the Florida Rock Quarry site on time, within budget, and in full environmental compliance.

The Challenge

Developing a 667-acre site that contained tributaries and trout stream habitats required high environmental compliance. The project also faced public opposition, making sediment and erosion control even more critical.

Earth Development's Actions

We collaboratively created a Critical Path Schedule with the owner and civil engineer. Key actions included:

Building three SD3 large temporary silt ponds and a 35,000 CY earthen dam with a siphon system and numerous flocculent spray stations surrounding proposed lake.
Earth Development Atlanta had to construct the earthen dam while having an undisrupted high volume of inflow.
Installing a lake storm system beneath the proposed lake bed to manage off-site runoff.
Accommodating fluid design changes as we identified the locations of marketable rock along with concurrent blasting and rock crushing operations.
Construct an entrance parkway from Buchanan Highway into the quarry to accommodate a massive truck transportation volume to include a proposed scale house and weight station.
Monthly reconciliations with the client to ensure transparency during continuous blasting, adaptive excavation, and fluid design changes.

Results

The project finished on time and within budget. Most importantly, Earth Development upheld state turbidity standards and protected the site’s ecosystem, earning trust amidst community and environmental scrutiny.
