Urban Redevelopment in Motion: Earth Development Transforms Retail Site Into Mixed-Use Community While Maintaining Critical Infrastructure and Traffic Flow
At Averly at East Village, Earth Development safely demolished and redeveloped a high-traffic commercial site, relocating deep storm and sewer mains without service interruption, upgrading major roadways, and replacing a key roundabout to enable a seamless transformation into a modern mixed-use destination.

The Challenge
Demolish the current Target Store and shopping center and redevelop the site into a mixed-use area featuring a facility with 334 apartments and 74 townhomes. Enhance Holcomb Bridge Road by adding improved turning lanes leading into the site, along with ten-foot-wide easement sidewalks. Completely demolish the existing roundabout on Champion Green Parkway and replace it with a modern DOT-improved roundabout system to improve traffic flow.
The redevelopment of this site necessitated the relocation of an existing 42-inch reinforced concrete pipe storm line and an eight-inch diameter sewer mainline, both situated at depths exceeding thirty feet, while ensuring they remained operational for the surrounding developments. Furthermore, a fire main had to stay active throughout this process to provide fire protection for the nearby community. Relocating the existing storm and sewer infrastructure while keeping these systems functional is a complex task that demands meticulous planning and execution. This is crucial to minimize disruption and prevent potential environmental and health risks associated with uncontrolled discharges and interruptions in fire protection services.
Upgrading Holcomb Bridge Road and the Champion Greens roadway systems during times of heavy and congested traffic flow posed unique challenges, necessitating a blend of strategic planning, innovative solutions, and effective communication to reduce disruption and ensure safety.

Earth Development’s Actions
We created a comprehensive critical path schedule motivated by the necessity to facilitate new construction, manage modified stormwater flows, enhance system capacity, and ensure uninterrupted service for the neighboring residents and businesses. This strategy was presented and evaluated by the Developer’s engineering team to explore all potential efficiencies and mitigate risks while safeguarding environmental protection for the community. Furthermore, we devised a plan aimed at reducing the impact on local residents and businesses during the execution of roadway system enhancements. More importantly, the design prevented damage to a congested underground network of cables and piping, thereby avoiding any disruption of service to existing residents or businesses.

Results
This redevelopment was completed on time and within budget, ensuring that there was no harm to the existing below-grade facilities or disturbance to the nearby residents and businesses. We implemented Traffic Control plans in cooperation with the Georgia Department of Transportation and the City of Roswell to reduce disruption during the redevelopment process. Thorough preplanning and impeccable site development execution by Earth Development contributed to the success of this complex infrastructure redevelopment.
